The U.S. House of Representatives passed the Transportation Equity Act: A Legacy For Users (TEA-LU) (H.R.3) on March 10, 2005. Many sections include congestion relief projects and programs. Of particular note is Title 1, Subtitle B, Congestion Relief that outlines a broad set of solutions to relieve congestion.
